Dr Michael Aeby has published a new article on the monitoring mechanisms established under Zimbabwe’s Global Political Agreement in 2008. Aeby argues that the Joint Monitoring and Implementation Committee (JOMIC) established under the GPA had the basic flaws that political elites monitored their own compliance, its proceedings were not transparent and its outputs were of little use to guarantors and stakeholders. Zimbabwe’s GPA offers cautionary lessons for the design of implementation mechanisms elsewhere.
