Jeremy Seekings, the director of the CSSR, convened a series of five sessions on social protection policy at the annual conference of the UK’s Development Studies Association. The conference was moved online due to Covid-19. Jeremy sat in his study at home in Cape Town whilst scholars from every continent presented papers on Nigeria, Ghana, Zambia, South Africa, India, Indonesia, Ecuador and Brazil. Whilst there was no overarching lesson, one theme that stood out is the tension that sometimes – perhaps often – exists between the international and national designers of programmes, on the one hand, and the local community leaders and others involved in the implementation on the ground.
